Reporting to the Project Manager, the Project Quantity Surveyor is responsible for assisting the Project Manager to deliver projects within their specification, time and cost constraints.

The principle of the role is:

  • Support the delivery of projects in line with the contractual obligations, the specification and the quality/safety requirements, in order to maintain or better the baseline budget and schedule.
  • Take responsibility for the prioritising and expediting of elements of the project, including procurement, contract management, acceptance and delivery.
  • Take responsibility for contract managing and expediting one or more major subcontracts, delivering equipment to company specifications, including the management of changes and commercial control.
  • Co-ordinate purchasing activities, as agreed with the Project Manager, ensuring orders placed are on agreed terms, with management of those terms throughout.
  • Manage the risk management and cost control processes.
  • Creation and updating of Subcontractor and Main Contract final accounts.
  • Logging and preparation of Change Orders and scope changes, including all substantiation.
  • Dealing with contractual and legal matters alongside the Contract Manager and Project Manager.
  • Liaise with the Project Manager, Lead Engineer and Construction/Commissioning teams to understand and develop the schedule, ensuring changes to work scope are recorded and logged.
  • Compile the project’s internal reporting cycle including team reviews, cost tracking, schedule updates, financial forecasting, resource forecasting and management reporting, for presentation to the Project Manager.
  • Support the project’s external reporting cycle including Client Reviews, Client Progress Reports, Key Supplier Reviews and Key Supplier Progress Reports.
  • Provide contractual, commercial and administrative support, as necessary, to the Project Manager.
  • Liaise with Project Controller to ensure project budgets are met. Working closely to keep forecasts and reporting as accurate as possible.
  • Preparation of Contract notices and submissions.
  • Attend and minute project meetings including design reviews, client meetings, Subcontractor progress meetings and any other ad hoc meetings the PM may want support with.
  • Provide support to sales proposals and bids.
  • Undertake national and international travel as required.
  • Any other duties as directed by the Project Manager or Contract Manager.

Responsibilities

Technical

  • Support the management of projects in accordance with the Project Delivery Handbook and other associated QMS processes.
  • Establish Subcontractor accounts and maintain and log, recording changes where necessary and creating, managing and closing out change orders both upwards towards the Client and downwards towards the Subcontractors.
  • Establish and maintain the project WBS/PBS and baseline budget in IFS. Ensure the baseline is current and the latest cost forecasts are tracked and represented.
  • Support the project’s internal reporting cycle including team reviews, cost tracking, schedule updates, financial forecasting, resource forecasting and management reporting.
  • Support the project’s external reporting cycle including Client Reviews, Client Progress Reports, Key Supplier Reviews and Key Supplier Progress Reports.
  • Support the Project Manager in legal and contractual matters, involving the Contract Manager where necessary.

Leadership

  • Co-Ordinate procurement activities with the Project Manager, ensuring orders are placed on time, on the correct terms and conditions with favourable commercial particulars, then managed through to completion.
  • Support a cohesive and collaborative relationship with all other functions of the business (e.g. Construction, SCM, SHEQ, Commercial, Finance), with a focus of delivering on commitments in a timely manner.
  • Chair project meetings, as required.
  • Demonstrate an exemplary commitment to Safety, Health, Environment and Quality.

Ownership & Accountability

  • Manage client/supplier relationships including progress reporting, query resolution and management of change. Ensure all contractual requirements are adhered to.
  • Support the delivery of projects in line with the contractual obligations, the specification and the quality/safety requirements, in order to maintain or better the baseline budget and schedule.
  • Ensuring Subcontracts are delivered on time and on budget, with regular and accurate reporting of financial impacts to the Project Controller and Project Manager.
  • Ensuring accurate and timely identification and management of changes in scope and the subsequent management of change.

Risk Management

  • Identify, quantify, manage and mitigate project issues and risks.
  • Establish and maintain issue/risk logs as appropriate.

Quality

  • Ensure all project operations are risk assessed and approved prior to commencement of any activity.
  • Ensure all project operations are conducted in accordance with company, client and industry standards for SHEQ.

Support

  • Provide support to sales proposals and bids.
  • Provide regular support to the Contract Manager as may be required.
  • Identify and progress future sales opportunities throughout the project lifecycle.

Core Competencies

Technical

  • Excellent understanding of contract and commercial principles and processes.

  • An understanding of engineering concepts and construction processes.
  • Excellent planning and configuration management skills.
  • Proficient user of software tools including Planning (e.g. MSP, Primavera), ERP/MRP (e.g. IFS,SAP), PDM (e.g. TeamCenter), MS Office including SharePoint and Risk Analysis (e.g. ARM, Predict).
  • Excellent written language skills (English).

Commercial

  • Good understanding of the construct of contracts and terms & conditions.
  • Experience of identifying, drafting and agreeing contract amendments / Change Orders.
  • Track record of successful management of multiple key suppliers / sub-contracts.

Qualifications & Experience

  • 1+ Years’ experience in construction and/or engineering.

• • As a minimum, educated to Quantity Surveying Degree level.
